Expanding Access to High-Quality Inclusive Early Learning
Early education programs that welcome and support children with and without disabilities create stronger, more equitable learning communities. These inclusive programs ensure that children with disabilities have access to high-quality early childhood settings where they can learn, play, and grow alongside their peers.
The second iteration of the Inclusive Early Education Expansion Program (IEEEP 2.0), running from 2023 - 2027, represents the continued efforts of the California Department of Education to increase access to subsidized high-quality inclusive ECE programs across California.
About the Evaluation
Through IEEEP 2.0, 58 local education agencies (LEAs) across the state have been awarded funding to establish or strengthen their inclusive learning environments.
To assess the impact of these funds, the California Department of Education partnered with San Diego County Office of Education’s Research and Evaluation team. This work focuses on understanding the grant’s impact on partnerships, professional development, adaptive equipment, and site renovations, and how these efforts support the development of high-quality, inclusive care programs.
Partnerships
Evaluation activities examine how grantees build and strengthen partnerships that support inclusive early childhood education in local communities.
Professional Development
The evaluation documents training, job-embedded coaching, and other learning opportunities that help educators expand inclusive practices.
Adaptive Equipment
Grantees may use funds to improve accessibility with adaptive furniture, sensory materials, and other supports for children with varying abilities.
Site Renovations
The work also tracks indoor and outdoor renovations that help create more accessible and inclusive learning environments.
Why Inclusion Matters
Inclusive early learning settings help children learn, play, and grow together from the start. They also support educators and families in building stronger communities where access, participation, and belonging are part of daily practice.
